The Consumer Protection Agency (CPA) has launched its first national educational program entitled “Towards Protecting Consumers From Deceptive Advertising” in Cairo, Egypt during the period 10-12 June 2008. The program aims to enhance the awareness of all the relevant parties (CPA staff, government bodies, advertising agencies, business advertisers and the media) about the whole system regulating and investigating the advertising in the USA & UK.
The CPA believes that increasing the public/business awareness will unite all the needed efforts to brainstorm and explore more efficient mechanisms to regulate advertising and to protect consumers against unfair & deceptive practices in the Egyptian market.
The program has two folds as follows:
-
A conference where
two officials from the U.S. Federal Trade Commission
(FTC) and an official from the UK Advertising
Standard Authority have addressed the CEOs , general
managers and heads of all relevant bodies mentioned
above about an overview of the regulations, tools
and the operational scheme of their advertising
system.
-
A two-day workshop
where the U.S. FTC officials have addressed the
second line management of these bodies mainly the
creative & marketing managers in addition to
consumer protection NGOs representatives. The
workshop has focused on the technical sides of all
advertising related issues such as self regulations,
disclaimers & disclosures and consumer/business
education.
The workshop has concluded by presenting an interactive case study which has been discussed among the participants.
The U.S. FTC has
handed official certificates for the participants
for their attendance at the two-day workshop.
The program has showed that there is consensus among the participants, public or private, for a comprehensive regulatory advertising scheme which might include legislative rules and/or self regulations agreements. The program has brought this issue in to a discussion for the first time.
The CPA intends to
arrange a series of similar programs in cooperation with
other countries to earn their experiences in this field
and to provide an opportunity to benefit from different
modules in that perspective.
The CPA would like to
gratefully recognize all parties which have assisted in
arranging such program in Egypt, namely:
-
The U.S. Federal
Trade Commission.
-
The British
Advertising Standard Authority.
-
The American Chamber
of Commerce.
-
The U.S. Agency for
International Development (TPR II & TRAC).
